Wasn't the rule made as an attempt to combat single pulling, despite invis pulling existing at time of creation? I didn't read it completely.

Ledge does not bug out dragon in anyway, it hits everyone, aoe's everyone. Is only usefull to avoid a single trainer with no intention of killing dragon himself.
