NPCs are ignoring the recast times on spells that generally have a cooldown. It isn't isolated to this NPC, I can replicate the same issue on any other cleric/paladin mob. As a result, this is not the first time I've observed it, it is however the first time I've survived it long enough to get proper documentation. :P
I threw on a magic resist buff to show that it was the same spell each time, rather than several stuns cycled.
