This patch contains new required files. Download and extract the Project 1999 Files (V30) (http://www.project1999.org/files/P99Files30.zip) to your EQ Titanium Directory.
Please welcome our newest Code developer Alecta. Alecta's current focus will be working on improvements to PvP.
Code
Alecta: Added an initial LOS check to bolt spells if a target is selected.
Alecta: After November 2000 in the server timeline, pets will have their weapons proc as if they were players.
Alecta: After NPCs have gated or been gated (via Highsun), they will not forget their guard spot.
Alecta: Lifetaps will now heal for the actual damage done, after being mitigated by any runes.
Alecta: Attacks on sitting defenders will now hit for your normal maximum hit instead of the theoretical maximum for your damage table.
Alecta: Insta-poofing should be a little harder. If you still notice anyone disappearing more quickly than they should, please put a petition in with details.
Alecta: [PvP] In PvP, Guards will be more assertive, will notice more detrimental spells, and are more likely to overlook aggression by their friends. Faction up.
Alecta: [PvP] Players can now water dance / hop to avoid getting hit by detrimental spells in PvP.
Alecta: [PvP] OOR dispelling has once again been disabled.
Alecta: [PvP] Spells with a dispel component are now resistible on PvP servers (Highsun, Lava Breath, Frost Breath, etc). Pure dispels (Cancel Magic, Taper Enchantment, Alenia's) continue to be unresistible.
Alecta: [PvP] Lifetap over time spells will now properly display on the target's buff bar.
Alecta: [PvP] Mitigation disciplines will now reduce incoming PvE and PvP damage.
Alecta: [PvP] Mesmerization spells will bypass the level checks when used in PvP. Players will continue to not be mesmerized by their own AoEs if they are above the level cap until we further refine the resist system.
Alecta: [PvP] Damage shields no longer do reduced damage in PvP.
Alecta: [PvP] Level 50+ rangers will now get the same bonus against non-moving, non-rooted players as they do against NPCs.
Alecta: [PvP] A maximum stun duration has been added. The values on this will be revisited in the upcoming resist tuning process.
Alecta: [PvP] Pet cast spells will now get the same resist modifications as player cast spells.
Alecta: [PvP] Rogue blinds will now last a quarter of their PvE duration, but will have their partials skewed higher.
Alecta: [PvP] Lifetaps can heal for the full amount in PvP, but currently do not. This feature will be enabled if anyone can find decent references for it.
Alecta: [PvP] The maximum resist chance is now configurable without a patch and has been set to 98%, up from 95%.
Alecta: [PvP] Linkdead players who are engaged in PvP combat will no longer poof after 30 seconds.
Alecta: [PvP] You can now see your victim's gear when looting their money.
Alecta: [PvP] A number of spells have been made unresistible, such as Rapture, the Winged Death line, the Lifetap line, and Splurt.
Alecta: [PvP] Root spells now have linear resist functions, and have been broken into 3 tiers with 98% resist caps at 60mr, 90mr, and 125mr.

Funny because most of us haven't been in there in months, we were running off old supplies ever since nihi crew setup camp in CT 24/7. And even then they sitll had to buy wands and gate pots off the AH forums. Theres only one person who just 'farmed' a soulfire and it took him 30 minutes of factioning. The rest well, now they no longer need to care about finishing the quests.
You exaggerate numbers too greatly, 'half of azrael' when like 4 people have soulfires.

Is this supposed to mean that NPC's will now hit for Max damage when a player is sitting?
Confused if this is just PvP, just Blue, or both.

I would like to second someone's question regarding the tracking change. What is this supposed to mean? Are druids supposed to be able to get higher than 50 track now? If so it doesn't seem to be working - I've been hitting track all morning with no skill bumps.

Confirmed. This is evil and cruel, but quite possibly legitimately classic.
There was much evil cruelty involved with classic smithing, most especially the cultural smithing, most of which seemed designed specifically to punish melee characters for attempting to do anything besides whack a mob in the face (or wherever.) This definitely fits Verant's repeated insistence on making many quests & tradeskills a royal pita for any class other than Druid.

What does this mean? Druid track is uber good again?
I would like to second someone's question regarding the tracking change. What is this supposed to mean? Are druids supposed to be able to get higher than 50 track now? If so it doesn't seem to be working - I've been hitting track all morning with no skill bumps.
The changes made to Tracking last patch worked, but the client didn't like them. Even though proper sorting is done server side, once it reaches the client, it was wrong and shouldn't show nearest npcs.
The 20 npc limit was removed.

Correct. I'm not sure when that change went in, but the seaweed was not stackable until 2005.

VP is an outdoor zone, and therefore had outdoor rules. Research was found that suggested even though outdoor, VP did not allow harmony.

The fact that necromancers account for 1% of the pvp deaths on the server should be an indication that something might want to be tweaked or looked at.
Regardless of the changes ( or lack of ) to the necromancer it's still a fun and rewarding class to play.
I shouldn't have to write a thesis to prove that necromancers could use a little love in the pvp department, nor do i have time to 8( .

Really? You're crying that you logged in and had to log back out to take 5 minutes to download the patch?
Front page should say "We are always working on fixing content. Be ready to download shit." just for you or what? I'm just curious what your solution would be to this crippling inconvenience they imposed upon you. Because if you read the front page you'd have seen they implemented a patch. If you didn't read the front page, then how would pre-advertising the patch help anyways?
P.S. there is an eqemulator .exe you can download to automatically patch for you...

A much needed change on the PvP server is being able to get PvP credit for DOT deaths once a person zones.
Also, I believe necro lifetaps should be healing for full effect. I base this on when the PvP damage nerf was implemented they only say spell damage was reduced, nothing about the healing from the lifetap.

Another much needed change is pets shouldn't agro mobs, at least on the PvP server. People constantly just run by mobs if they have a pet on them and 99% of the time, they agro the pet thus training the owner; plus Bards High Sunning a pet can cause a massive train on the pets owner and friends and it a gross OP advantage in PvP.
I think this change should be on both servers just because pathing isn't all that great anyway as well as pets falling through the world and such.

This how it's done on live stuff doesn't hold water when it comes to PVP. Live put no real effort into the PvP servers and this server already diverges from live in lots of ways, so using that as a reason not to do something is stupid.
They could actually be doing things to actually make all classes viable in PvP, to at least some degree, while eliminating skilless things like training and high sunning pets , which isn't PvP, it's just training by another means.
Basically make the server better and stop with the restraints of what live supposedly was like. Live was clueless and could have cared less about the PvP servers.

No.
Without getting too technical, the only thing that was broken about the bond of death line was the client side debuff icon on the target. Even though the target couldn't see the icon, they could still dispell it. However, if they did dispell it, their buffs would get out of whack on the client side until they zoned.
That's all we fixed.

The wiki should have accurate information to how it was before the patch. It will need updates for post-patch info, but you can look at the history of the page and see the pre-patch info regardless.

Nope, necro lifetaps only heal for the damage they do. 66% heal is classic. Played a Necro since Vallon Zek, it was always this way.

You really don't need a boatload of WIS on a cleric before you enter planes, and there are plenty of decent WIS/mana items you can find in EC relatively cheap. Additionally, somehow people playing on live managed to level clerics without having a ton of leet cultural gear; perhaps you, too, can.

There's a ton of Enchanted DE Sets running around that not making new ones won't matter too much. Yes the price will go up a bit, but it's not going to be anywhere near the cost of creation. And if it gets close, go farm withered leather in the hole, it's as good or better in some cases. Or make a dwarf, their set requires cheaper gems.

Now mage pets cant DPS, hold any sort of agro, Weapon proc, or their innate ability proc but once every 4 mins if your lucky!
Seriously all these nerfs on mages makes them only good for summoning food and water by the time this server is finished with there Hate the mage, lets nerf them. Last patch Making mobs KOS to the pet (with tons of KNOWN pathing issues I.E. High keep is terrible.), this patch Pet procs and procing in general for pets. Next patch, do Mages lose the ability to control them? Looking forward to it!

A lot of us forgot that we could not do so in the early days...
I always snared before rooting for when root broke.
Memory might be faulty, but I recall the non-stacking of root/snare as an early druid nerf. Iirc, in the very earliest days they did stack, then got nerfed, then got unnerfed at some point during Velious.

odd my spellfile is outdate all of a sudden.

Hi, I have not played since probably January or February this year. I have never patched without the egemulauncher so I am unsure how to properly patch now? I tried extracting that patch folder through Winrar to my Titanium folder but that didn't seem to work? was just wondering if anyone could help me out.

the launcher no longer works, check the getting started page for an update on that

Hey thanks for the reply. Yeah I read that they stopped using the launcher. So I tried just extracting the files to the EQ titanium folder and no luck? I'm pretty bad with computers and remember that I always seemed to have a difficult time patching P1999. Just wondering if I should be doing something differently than extracting those new patch files to the EQtitanium folder.

Try this. Always works for me. In the future the Technical forums would probably be a better place to ask this type of question.
