The Maiden's Fancy, Neriak 3rd Gate.
Two things are wrong:
1) There should be A Half Elf Courtesan (http://oldunsolvedquestsineverquest.yuku.com/reply/2234/t/Brohan-Ironforge-s-lost-daughter.html#reply-2234) down there.
2) Mare X`Lottl thinks the Kunark expansion is out, and gives all the talking for the quest for Tayla Ironforge (http://everquest.allakhazam.com/db/quest.html?quest=529). You can give her the Jasper needed to get the token, but you receive an error message. Unfortunately I didn't grab a screen shot and it's 7 gold to buy another Jasper next door, and my Dark Elf toon is broke. But a GM should be able to replicate this easily.
