Not really. Item drops are typically going to be from dungeons, you may be able to take out a few named in crushbone but that's about it. I guess you could head to befallen and maybe get damask or whatever but its no stat gear so who cares.
Supposedly Unrest is a warzone newbie massacre fest (haven't been there on this server) but in about 6-7 more levels you can do the fireplace room with a group if you can find one and there are a few decent caster drops (savant's cap, ivory bracelet).

Is there any Cheap gear that I could purchase? or for that matter any quest? for some decent caster gear?

The first places as a caster I would go is upper guk, najena, & oowomp in TD. You will need to be about level 30 for the camp in upper guk, and 36+ for najena/oowomp.

bro i started a char on blue, pretty much leveled to 40 naked. all int does is give you a bigger mana pool which is good if you like to afk med. but if you are constantly pulling it does nothing.
if you are really concerned go farm the lfay sister camp (right next door.) they drop bronze and it sells for pretty good. can probably make 1k and lvl to 16 there.

It was my understanding that intel also adds % damage to spells?

no crits here, this is classic. only wizards crit spells.
like on my druid. when im just root rotting a 6 min spawn, i wear my pvp gear. no reason to have 200 wis when i just med to FM between spawns.
so ya goto sister camp in lfay and make money. there is a money making guide ill link. mage is a pretty good class for it. money > camping gear.

No crits bro. Technically INT will help you skill up faster but your INT is already high as a gnome caster so you shouldn't struggle.
One of the reasons they added focus items eventually was casters really weren't effected by gear that much (aside from a few like mage epic). A naked level 60 wizard who can cast a 1000 dmg nuke 10 times vs a fully VP geared 60 wizard who can cast a 1000 dmg nuke 30 times both do the same amount of damage in a fight where the mob is dead by the time the 11th nuke would be cast if you follow me.

Cool thanks for the link Sam!
Well then I want to look cool and hold an open book in my hand where ever I go because clearly I will never actually read the thing.

I ran my 12 mage over to befallen to replace my remaining cloth pieces with damask/gossamer. Not a huge upgrade, but the AC might allow you to take 1-2 more hits. Plus, befallen has one of the highest exp bonuses in the game.

Was also thinking SV's and Hp would help as well.

This is what I did to get started on my enchanter - you can single pull the sister on the left, facing the camp, (forgot her name) easily. Once you gain a level or two, start pulling the others and rooting adds. Its probably the best spot for money at that level. There's merchants in LFay that you can sell to when encumbered, or just run back to Steamfont.
As far as gear goes, save up that plat (obv. spells are priority) and refer to this: http://wiki.project1999.com/Players:Gear#Magician.
^ Some of that will be out of your price range for a while, but its a good outline of some of the less expensive gear.
And, as always on a PvP server: Keep your butthole tight, watch your surroundings and /who list, especially when you're carrying around a bunch of money.

What level can mage summon the 100% wt reduction bags? You're not gonna want to keep a lot of pp on your person as an untwinked caster. With your 60 str or whatever you wont be able to move after looting about 6 or 7 bronze weapons...
