Spear of Fate is currently clickable at 46. It should not be clickable until lvl 50.

Well, technically...unless you get a chain, you must be at least 46 to get your epic since you need a no drop item from the Plane of Fear. I also seem to recall someone saying you can't click the epic until level 51, but I'm not 100% sure.
You can't click it until level 50. That said, the click isn't worth the time you could be canning/dotting/etc. I used the click on my epic for about a week before deciding it wasn't worth it.
Epic 1 click is very good at the lower levels you can use it. If you have it at 51 when you can first click it, it'll deal as much damage as your best dot, mana-free. It is long cast, so you pull with it, and cast Turgur immediately when it lands as the mob rushes at you. One Poison dot with it kills HHK nobles really easily.

I completed my shaman's epic at 47. I started at 46 which is the minimum level. You have to be 50 to use the click effect though.
