By keeping one in the primary slot and one on the cursor, the skill mod stacks to +4%.
With a maxed pick lock skill of 200, these should let rogues open the door in the Freeport bank, as well as many doors in Kunark dungeons that couldn't regularly be opened by a rogue below 51. Also usable by bards.
