You wouldn't know this by default if you played a goood aligned character back in the day.

Evil characters are KOS at the Druid Rings in North Karana / East Karana / Commonlands, so that adds some confusion to it.

If you're a crafty person you can still use the vendor though :) or just out level them all.

There is a dorf in the centre island in dagners that will sell to evils too. Depending on level there is a lot of mob traffic there.
