Sent a bard up to kite isle 2 in sky today, he clicked up and only had proximity aggro, was full HP and did nothing else to generate aggro. My staff of null could not pull aggro off him when it used to be 1 click pulled mobs under the same conditions. Was cancel magic changed to not be an aggro spell?
Confirming this bug, able to dispel boffs off mobs without agro, at least with Cancel Magic, haven't tried other spells in the line.

Sounds like its fixed finally. Dispells arent supposed to generate aggro. They have been bugged here.
pretty sure they are not supposed to give a non-zero hate value, but are supposed to get aggro, otherwise you can dispel a mob's buffs before engaging, which I do not recall ever working like that on live, always got agro from cancel magic & etc on unengaged mobs.
edit: and the lack of hate made it a great pulling spell when you wanted to make sure tank could peel a mob right off you.

Oh so you mean you can dispell a mob and it just stands there?
yeah, but hey, the easymodetards will insist to their dying breath that that's how it should work

You should be able to pull the mob with it for sure but it isn't supposed to generate any hate/aggro other than that. You shouldn't be able to use it to pull mobs off of someone. It should cause the same amount of hate as proximity aggro.

Way back you used to be able to dispel mobs and they wouldn't attack, it was fixed early

It also does not cause social mobs to assist if those mobs cant see you. I remember doing mage epic in OT you could cast it through the wall on captain rotgrime and single pull him.
I remember we used to be able to use Cancel Magic to solo pull blue/light blue mobs without them social, while will get full room aggro if with regular pull spell. I always thought cancel magic have a "low aggro" value vs other spells.
I might be completely wrong after so long of course.

did some testing this afternoon, dropped cancel magic on a non-kos guard - the guard didn't come after me. So it doesn't generate any aggro PERIOD. That's definitely not accurate.

confirmed, Cancel Magic, Nullify Magic, and Annul Magic do not cause mobs to agro. does not matter if the mob is kos or friendly. casting cancel magic does not cause faction hits if the mob is killed
