So, I am a member of a few other forums related to vintage computer hardware and was just wondering if anyone has been able to connect and play on this server using 1999 vintage hardware?

Note that the Titanium client is from January 2006. This client has higher minimum system requirements than Scars of Velious:

I have an Atari 130xe with a homemade ethernet cartridge in it...but I could only see the top left ear of any mob I was fighting, so sadly I am on modern hardware.

The client assumes that higher resolution textures and more detailed models are going to be used. Those are disabled by default on P1999. Some of the zones were also updated like Freeport, Commonlands, Oasis, Nektulos, etc to require more computing power. Those zones are still the original zones here. The DX 8.1 update didn't take place until Luclin and the DX 9 update came later still. Since those updates will never be implemented here, using older hardware shouldn't be as much of a problem as you seem to think.

Because playing Project 1999 on a machine from 1999 that could barely run it back then at the time is so much less moronic? I'm not trying to hate, but I remember what it was like playing on vintage machine. It wasn't fun.

No, it's not. That post is full of fail. Firstly, the Atari 130XE was already long dead and buried by 1999 and it never ran Everquest in the first place, therefore, most moronic.

I'd love to see my old Pentium 166mhz and 4mb Diamond Monster card try to render the game today. I had to upgrade it once my group starting getting the more complex particle effects for the spells as we approached 50.

It's still not available here. the best we get is watered down dsl that runs from over 15 miles away, or satellite internet which is awful.

This is also based off the face that titanium used updated textures and the new zones being way more graphic intense then classic.

There are a lot of places in the US that still can't get quality internet. Its not as uncommon as you would think it is.
