Gorg in Sky w/ Bugged Loot Table?

I was lurching around sky tonight and saw what Azure Guard got for look off Gorgalosk...

Light Woolen Mask
Bracelet of Exertion
Weight of the Gods
+key pieces

as far as I know, Gorg should always drop TWO quest items. In this case the only quest item was the Mask. The bracelet and weight are both common non-quest drops. Is this working as intended? (Wouldn't be the first bugged out loot in sky)

When I tested this shit on Live it was 1-3 items, with 2 being the most common, 1 being rare and 3 being rare. Here I've never seen 3 quest items off a non eye of veeshan mob.
