Kaggy Krup in Swamp of No Hope exists now, but I believe he is a Velious-era mob

There is a red to me at 51 rogue froglok in the froglok city in Swamp of No Hope named Kaggy Krup that I believe should not exist here as per our current timeline. The first reference to him I've found is from June 2002, and that discusses his use in the Shaman cudgel #8 quest, which requires Blackened Iksar Bones from Venril Sathir, which I believe do not drop yet. Should Kaggy Krup exist now?

Sorry, forgot to include my sources last time. Allakhazam's first comment on him is from March 26 2002 (http://everquest.allakhazam.com/db/npc.html?id=8187).

Similarly, the first reference I found to the Skyiron Cudgel (shaman cudgel #8) is from June 2002 (http://everquest.allakhazam.com/db/item.html?item=12497). From what I can see, it looks like Kaggy Krup's only purpose is to drop the medallion for the shaman cudgel quest (his aggro text alludes to this - as he was backstabbing me for half my hp, he said 'I found it in the swamp! You can't have it, its mine!').

Further research on the Skyiron Cudgel quest indicates that it needs a Shrunken Iksar Skull Necklace from Xalgoz in Kaesora (which the wiki has marked as Velious-era content), bones from the second version of Venril Sathir (not enabled here yet, from what I understand) and the medallion from Kaggy Krup (http://web.archive.org/web/20050123215936/http://forums.interealms.com/shaman/showthread.php?threadid=8900).
