Sten Harnak - Songweaver's Armor

So, I've been scouring the forums, hopefully I've scoured 'em well enough, but I've failed to find any info on the Songweaver's newbie Bard armor from Freeport. The quest giver won't talk to me, nor will he respond to any of the responses to his supposed text, like "What work?" or "What recipes?" that he should respond to, as per Allakhazam.

I'm a Half Elf Bard, so it's not a matter of me being a Wood Elf, though I did start in Kelethin rather than Freeport, so I'm wondering if it's a Faction issue.

Is the questline just not implemented, malfunctioning, or am I totally overlooking something?

Those questlines do not come out until Shadows of Luclin (or later).

Gah, alright, thank you Sundawg. Wish I knew that before so I didn't stress over it so much... now I can clean out half the materials I gathered for it and get some bag space, at least. :D
