low level evil eye in EK

I was killing evil eyes in East Karana and found an odd one. All the others conned blue to me at 22 and had pets. This one conned green and had no pet. I killed him but he dropped nothing. When he died it said "a gas spore explodes releasing infectious spores". I was not able to find anything about him online and was wondering if anyone knew if he is a placeholder or quest guy for something?

The Karanas get plagued? I hardly if ever go to those zones so I am intrigued by this notion.
