Hi guys so now I have reached level 20 and was thinking about trying to make a bit of money to get some gear. I was just wondering on the PC on runed Mithril bracer, platinum ruby veil, platinum jasper ring, gator scale legs. Also what would be a good foot, hat, arms, belt and range items to go for? That are not ludicrously expensive.

Good spot to start is searching for the item on the wiki. Often you'll see a price history graph that will at least provide an estimate.

I haven't seen you around since we grouped at orc camp way back when I was in my single digits.
As well as I can remember runed mithril bracers go for around 400-500. But you may want to check the wiki as prices may have changed a bit. I think I used the thick leather apron from Unrest for belt for a long time until I got the plane belt which is dropable but goes for 1k or something. If yolu go to unrest and get in the fireplace or second floor camp which is good for like 20-29 or so you can get nice xp and theres a couple decent shaman drops there which are somewhat common. Not too sure on the other spots as I think I just scrounged up gear as I leveled to fill them.

OP: +wis gear isn't "shaman gear" unless it also happens to have boatloads of hp, ac, and/or stamina on it.

not sure what the wiki has these at as i am too lazy to look, but this is what i would price them at currently after being in the tunnel for a little bit.
runed mithril bracer; 400-500pp
platinum ruby veil; 350-450pp
platinum jasper ring; 300pp (pair)
gatorscale leggings; 1500pp
if i were you, i would pick up 5ac 55hp rings over the wisdom rings. they can be had for 500p for the pair. wisdom is nice and all but you are a chain wearing class who uses hp to gain mana. i would be looking for hp/sta/wis/ac on gear.

You definitely want +HP rings over +WIS rings. Leave the wis only crap to the druids.

That is false...from a pure mana persective, Wisdom is king. You want some decent hp/ac if you are soloing and how much depends on your play style.
There are many posts on Wisdom vs HP mana conversation ratios. Check em out
Some slots are cheaper to fill with certain stats than others...do some research and find out.

Screw mana when you can load a dog, slow tank a mob with a nice proccing weapon.

OR you can go an entirely different path, drop the dog, load your fast and slow roots. Pull 5 mobs and epic rot/JBB them to death. If you mess up with this you will need all the HP gear you can get. With canni dancing I have stayed almost FM leveling on the top floors of COM and Pulled every LDC in SOLB for hours without a break.
Shamans don't need 200 wis, they are not a max mana burn down/quad class like druids or wizards who need every sliver of int/wis they get. If I mess up I would want to have the health to get a gate off, not worry about an extra 1%mana.
Epic and torpor are the no holds barred best things you can get. I thought i was a beast... then i got torpor and I understood what a beast I was. And you can get 95% of you epic done with Peg leg killing + Woe /envy turnins+COM pages(again..and again..and again). Also any scrub guild can do fear now. That leaves just a group or two of fun loving friends who want to kill reavers to pop the final guy.

For the most part I will be duping with a monk so I will be healing and slowing plus rooting. I won't be soloing too often. With items like jbb and epic I am a long way off (only lv 22) and no super rich friends. So would a high mana pool be best for ne due to my lack of tanking and multi purpose role?

I think it comes down to opinion. If you're going to be sat around, healing, buffing and stuff...there's no reason not to gear for WIS up to 200 at least.
Once you get to 200ish, maybe then consider switching out +6 WIS rings for +55 HP rings but its swings and roundabouts. All the advice in the world won't tell you how you best operate :)

You are the one that said "You definitely want +HP rings over +WIS rings". All I said was that that is false. He does not "definitely" need +HP over +Wis. If he is going to be just healing and slowing in a group, then he will want lots of wisdom, because it will give him lots more mana per point than stamina/hp.
I did not say not to get any HP/Stamina/AC gear...its just not as good from a pure mana perspective.
To the OP: like I said...do some research on gear and find out which wis/mana pieces you can get cheap...and for the other slots try to fill with cheap hp/stamina pieces.

You have to balance it out. You can't have all HP AC gear or all Wis gear unless you are rich as hell. Once u get your dog you can solo. If you are in Melee mode you need AC and HP gear. Piss on Wis stuff. If you are the healer u need Wis or mana stuff. But guess what as a Shaman you do both. So go for the balance.
