It doesn't happen until Velious and the "Reasoning" it's still in on blue is because it was already put in or something nonsensical like that.

blue didnt always have it. it was added in. id make a post in bug section and see what they say

not being able to interupt sure skrews you when youre getting used to it. once youre used to it its actually not bad. just learn not to fuck up and press the wrong button during pvp or youre out of the game for a few seconds.
but buffing/casting/sitting is kind of nice

On live I could only sit while casting an item based effect. Actual spells did not work.
