Merchants of Qeynos Faction Bug?

I have a level 13 Monk hunting gnolls and doing gnoll fang quest in Qeynos, the guards are already cons warmly to me but the merchants are still cons indifferent. It seems like the merchants faction have never changed... In the classic eq I was able to raise the faction of the merchants from apprehensively to amiably with my human Shadowknight. Is this a bug or is this a setting in P99?

The gnoll fang quest is indeed giving positive merchant of Qeynos faction.

Make sure you are checking your faction with a NPC that is on Merchants of Qeynos. There are many other merchants in Qeynos on other factions.
